I wouldn’t say his 1999 year was “really good”. It was okay, above average though his time with the Jays wasn’t that good. “meh” strikeout rate, had some command issues, gave up a lot of HR and hits.
It amazes me he did a completely turn around though. Strikeout rate went up, command was much improved/good/great, gave up less hits, less HR

Carpenter and a young Halladay were going to be our 1-2 punch that lead us to greatness…only problem was Carpenter was always injured and our pitching was so shallow that it devastated us every time he hit the DL. When he was up for FA, we offered him a small contract that he rejected and he wound up with the Cards. I don’t know if he would have resigned with us if we made a larger offer or not but at the time it didn’t seem that bad because you really never would have guessed that he’d win a cy young when he couldn’t even pitch 80 consecutive innings without hitting the DL. It takes a lot of terrible luck to go 18 years without a whiff of the playoffs.

Carpenter was demanding a major league contract. The Jays, justifiably, did not want to give a potentially-armless pitcher a major league contract (I assume the recovery rate for TJ surgery was lower or at least less certain than it is today).

Esteban Loaiza wasn’t worth what we lost in Young. This season Young posted a WAR that would have been 3rd highest on the Jays. I was mad when we traded him back in 2000 though so i suppose i’m still bitter
