Blue Jays Organization Rule 5 Draft Eligibility


Earlier this week when the Jays were making roster moves, I was thinking about roster space on the 40 man and which players needed to be added to be protected from the upcoming Rule 5 draft. I had previously seen a list for the Rangers that listed all their players according to when they were Rule 5 eligible, but couldn't find a similar one for the Jays, so I decided to create one for future reference.   

 Quick Primer on the Rule 5 Draft:

The Rule 5 Draft exists to prevent teams from stockpiling prospects in their minor league system without giving them a Major League opportunity. At the Winter Meetings, teams draft from the available players in reverse order of finish. To prevent a player from being claimed, his team has to add him to the 40 man roster. A claim costs $50,000 and the player has to stay on the Major League roster for the entire year or be offered back to his original team

Players who were 18 and under when they signed can’t be claimed for the first 4 Rule 5 drafts and players who were 19 and older can’t be claimed for the first 3 Rule 5 drafts from the time they first sign. So for 2011, this generally means high schoolers drafted in 2007, college players drafted in 2008, and international free agents signed in 2006/07 (depending when they signed - if they sign after the minor league season ends, it can be a contract for the following season, so the Rule 5 clock is delayed a year).

Notes:

1) I have endeavoured to include every player in the Blue Jays organization. I started with a list of all pitchers and hitters who played in 2011 (thanks to Gerse for pointing this out to me), and then cross-referenced it against all Blue Jays drafts from 2005-11, Baseball America's phenomenal minor league transactions pages, and the Blue Jays' transactions page. I'm hopeful that I got everyone, but it's possible that I missed a few of the Latin American players. Please point out any omissions (subject to notes 2 and 3) so I can include them in my list.

2) On the lists below, I have generally not included any international free agent signing who has not yet played in North America. For a lot of these guys, signing info is generally unavailable. I did include recent high-profile signings since they are obviously of interest.

3) I have uploaded the Excel file I used to compile the list. Other than the Rule 5 list, it has my comprehensive list of all players, as well as a Draft tab which summarizes the status of all 2005-11 draftees. If anyone wants any of this data, it's easily available. If you do use it, there is some data missing for some players, and if anyone knows any of the blanks, I'd appreciate if you left a comment so I can update my file (same goes for any errors).

4) Some of the international players are difficult to pin down in terms of when their Rule 5 clocks started - as outlined above, depending on their age and exactly when they sign, it can be set back a year (which is good for the club). When unsure of the status, I have assumed the earliest eligibility, but italicized the player. For players where I am sure this is the case, I noted this with the letter "a" after the year (ie, 2007a for Carlos Perez

5) NFDA is Non-Drafted Free Agent. This includes both international players as well as North American players the Jays signed who weren't drafted.

Some Observations:

1) There's a catcher crunch coming next year unless there's a trade or someone is moved to a different position. Carlos Perez and A.J. Jimenez both have to be added next year, with Arencibia and d'Arnaud already there. Four catchers would be a lot to carry on the 40-man.

2) Kevin Comer is listed as eligible in 2014, while the rest of the 2011 high school drafted cohort is 2015. This is because his birth date is August 1, 1992, so he was already 19 when he signed at the August deadline. I don't know if there is an exception for this since he was right out of high school, but I'm assuming not.

I didn’t recall having ever seen that – so I went and checked. I use an old version of Excel – not sure exactly which, but pre-2007 – it actually doesn’t have the IFERROR function!. I absolutely abhor the layout of the newer version, and could never find anything or use the shortkeys I am used to. I know there’s some increased functionalities, but I’ve never been unable to do something in the older version, so I’ve stuck with it.

I assume at some point I’ll be forced (kicking and screaming) to use a newer version, so I’ll keep in mind for then.

Yeah

I kinda assumed that was the cause, since when I went to look at the two functions (I didn’t actually know ISERROR was a thing ’til now) I was confused as to why there were 3 (nearly) functionally identical functions (the last being ISERR).

As much as I didn’t like 07 at first, and as much as I still hate the ribbons replacing my slew of wonderful customized toolbars, I really do like the increased, well, functionality of the new functions and I absolutely love conditional formatting.

Caught an error

Anthony Gose was initially listed as being acquired as a 2008 NDFA – it was an oversight in my spreadsheet as I didn’t manually override a formula. I’ve updated the post to reflect this (as well as fix a few typos) – but FYI if you want to keep the file up-to-date. I assume there will be a few more errors, I’ll wait and then replace the file once they come to light.

It really bugs me though – I read the post and the lists three times, and I notice stupid mistakes right after I post (facepalm).

But I must confess I’ve never used Google Docs, and don’t have the slightest clue how to set it up (though I’m sure it’s easy to figure out). Can it be easily embedded into the post?

Anyone else really curious about what goes down next year?

I count 6 guys who would be tough to lose (Brisker, Crouse, Perez, Jenkins, Jimenez, and of course Gose). Brisker’s really the only one there I wouldn’t consider a top 20 prospect.

Brisker isn't a worry

He was only at A ball this year, rival teams won’t burn a 25 man roster spot on a guy like that next year. I could see Crouse not being protected either, mostly because he’ll probably only be at Dunedin next year and it’d be too risky for a team to pick him up. Perez is too high profile to leave unprotected and Jimenez will likely be at AA next year so he’ll need to be protected too. Jenkins probably pitches for the Jays at some point next year anyway, so he’ll be added earlier. Gose is an automatic add.

Gose and Jenkins were, I don’t know about Crouse and Perez and Jimenez though they could all be snatched up if they have breakout seasons and finish strong in AA.

Another sleeper on the list is Brad Glenn

It’s going to be an important year for him. I’m pretty sure he’ll start out in New Hampshire and if he does well, they’ll promote him to Vegas to see if he’s worth protecting. He’s going to be 25, so he’s pretty old for the level, but he’s gotten better as he’s moved up. He might be a Thames-type and if e can learn to take a few more walks, maybe a little better?

He was a high draft pick

And was consistently hyped, I would just say that he underperformed before he over performed which created greater contract.

Even if Thames hit his ceiling, hes a decent player if he learns to play better defense or changes positions. I’m willing to bet his walk rate increases this year.

Great idea. Great list. Very informative.
There really will be a C crunch coming up soon. I believe the Jays need to deal Arencibia and possibly Lind and one of their LF’s in the next year or so, to make room for some of these prospects.
I think the Rays could use Lind (obviously in a package deal) and if we were able to obtain either Upton or Shields – two players that have been talked about in off-season trades – we could either use Shields or flip either of them to possibly the Nats (looking for CF) or Reds (looking for an SP) or anywhere else interested. From the Reds, our targets would probably be Votto and/or Phillips and it would behoove us to include Hechavarria in a deal for Phillips as our infield would be pretty solid for a few years at that point.
