Globe claim Jays Budget small again

Noticed a number of articles claiming the phase out of equalization payments pushes Jays budget back to "Rays model". But none of them estimate impact from this change. Even if its $10 a year (I doubt it) it shouldn't change a $120 million budget back to $80. Anyone have an estimate ?
