When I moved to Baltimore, the previous mayor (I'm guessing) had decided to print the slogan "the City that Reads" on seemingly every bench in town. Surprisingly, though, the slogan wasn't quite enough to combat the 38% illiteracy rate or a completely failing public education system. I should probably note here that I really do love Baltimore (where I lived in Little Italy for 3 splendid yrs), I just need something to distract me from the fact that Steve Trachsel is undefeated against us this millenium.
